做人要有底线

就美国白宫顾问纳瓦罗虚构专家抹黑中国一事,外交部发言人华春莹22日在例行记者会上表示,编造并兜售谎言,甚至以谎言为依据来制定政策,不仅是荒谬的,而且是极其危险的。

 

 

有记者问:近日,CNN等美国多家媒体报道,一位澳大利亚专家发现,美国白宫国家贸易委员会主任纳瓦罗在其多部书中多次引用一个对华强硬的专家“罗恩·瓦拉(Ron Vara)”,来批评攻击中国,而这个专家竟然是编造出来的。纳瓦罗本人也承认这个所谓的专家根本不存在,还表示“终于有人发现了这个隐藏多年的笑话”。你对此有何评论? 

Q: Yesterday according to CNN and some other American media, an Australian scholar found that Ron Vara, an expert who was known as a hardliner on China and was quoted to criticize China in books by Director Peter Navarro of the Office of Trade and Manufacturing Policy at the White House, is in fact a fabricated figure. Mr. Navarro acknowledged that this "scholar" wasn't real, saying that "somebody finally figured out an inside joke that has been hiding in plain sight for years." I wonder if you have any comment on that? 

 

华春莹答:相信在座的记者朋友们,不管是中方记者,还是外国记者朋友,可能都关注到了这个报道吧? 

A: I believe you, my Chinese and foreign friends from the press, may have read the media reports.

 

坦白地说,这个消息令国际社会感到哗然和震惊,也从一个侧面反映出,现在美国国内个别人出于一己私利或者说政治图谋,对中国打压抹黑,已经到了无所不用其极、甚至到了没有任何底线的地步。编造并兜售谎言,甚至以谎言为依据来制定政策,不仅是荒谬的,而且是极其危险的;不仅将冲击和威胁正常的国际关系和秩序,而且从长远看最终也将损害美国自身的利益。

Frankly, this case triggered strong responses and astonishment worldwide. On some level, it shows that out of personal or political hidden intentions, certain people in the US can do whatever they can think of to contain and smear China without scruple. It is absurd and extremely dangerous to make lies, spread lies and even formulate policies based on lies. Such moves will threaten and undermine normal international relations and order. Apart from that, the US will hurt its own interests in the end.

 

但是,令人遗憾的是,我们听到,美方的确有人曾经承认,“我们撒谎、我们欺骗、我们偷窃,这是美国不断探索前进的荣耀”。我们也看到,美方通过编造谎言,在伊拉克、叙利亚等地挑起战火。而现在,无论是在中国的新疆、香港问题上,还是在华为5G、“一带一路”、包括刚才俄罗斯记者朋友提到的所谓干预美国大选等问题上,美方编造的谎言仍在继续。

Unfortunately, however, we did hear the acknowledgment by certain person in the US that "We lied, we cheated, we stole. It is the glory of American experiment." We did see lies are what the US used to fuel the wars in Iraq and Syria, and now they are again used on issues related to China's Xinjiang, Hong Kong, Huawei and related 5G technologies, the Belt and Road Initiative, as well as the so-called "Chinese interference in US presidential elections" as the Russian journalist asked earlier.

 

做人要有底线,行事要有规矩。我们希望美方一些人尽快回归理性。我们也希望国际社会,包括各国记者朋友们能够从中汲取教训,举一反三,对美方有些人极力兜售的一些观点或者论调,务必要认真地加以甄别和认证。

It is necessary for one to set some bounds on one's behavior.We hope certain people in the US will return to reason as early as possible. In the meantime, we hope the international community including you, my journalist friends, will learn something from this case and carefully examine the ideas and views that certain people in the US are so desperately disseminating in their propaganda.

 

 

 
 

倒打一耙

10月21日外交部发言人华春莹主持例行记者会,有记者问:第一,美国驻华大使表示,目前美国已对华实施“对等措施”,希望中国政府放松对美外交官会见中国地方官员的限制,你对此有何评论?中方是否会放松限制?第二,日方称,中方以涉嫌间谍活动为由拘留了一名日本公民,你可否证实或评论? 

Q: First question, the US Ambassador to China said today that Washington has implemented so-called reciprocal measures, and he hoped China will ease restrictions on US diplomats meeting local officials in China. Can you comment on the statement and whether China will ease the restrictions? My second question, can you confirm or comment on Japan's statement today that one of its citizens has been detained in China on suspicion of spying?

 

 

华春莹答:关于第一个问题,前几天我的同事已经就美方限制中国外交人员在美国开展正常公务活动表明了中方立场。你提到美国大使说他受到限制,我不知道他是在什么场合、具体是怎么讲的,他在中国到底受到了什么限制?我记得前几天中国驻美国大使崔天凯表示,前美国驻华大使在3年里跑遍了中国所有省份。但是很遗憾,崔大使到任6年半还没有跑遍每一个州。 

A: Regarding the first question, my colleague stated China's position on the US restrictions on Chinese diplomats' normal, work-related activities in the US. You said the American ambassador was restricted. I wonder where he said that, what exactly he said and what specific restrictions he faces in China? As I recall, Ambassador Cui Tiankai to the US said just a few days ago that the former American ambassador to China visited all Chinese provinces in three years' time, while Ambassador Cui hasn't visited all the states in the US during his term of six and half years.

 

中方一贯支持美国驻华外交人员在华开展正常公务活动,并提供必要便利。我不知道美国大使可不可以对他的有关言论作出进一步的澄清——是什么时候、哪些活动、受到怎样的限制了? 

The Chinese side has a positive attitude on and provides assistance to American diplomats' normal, work-related activities in China. So I wonder if the American ambassador can make some clarifications on his remarks regarding when and what kind of restrictions he met with?

 

在这个问题上,我们希望美方能够正视事实,为双方正常人员交往和正常公务活动提供便利,而不是人为设置障碍,更不能倒打一耙。 

On this issue, we hope the US side can face up to the facts, provide convenience for people-to-people exchange and normal work-related activities between our two countries rather than setting obstacles or, even worse, shifting blames.

 

关于第二个问题,案件具体情况我不了解,请你直接向主管部门了解。我只想强调一点,对涉嫌违反中国法律的外国公民,中方一向依法进行处置。你提到的案子,我们会根据《中日领事协定》相关规定,为日方履行领事职务提供必要协助。

Regarding your second question, I'd refer you to the competent authority as I'm not aware of the specifics. But I'd like to underscore the fact that the treatment that the Chinese side gives to foreign citizens suspected of violating Chinese laws is entirely lawful. Regarding this case, we will provide necessary assistance in pursuant to the Agreement on Consular Relations between Japan and China for the Japanese side to fulfill its consular duties.

 
 

落得满地玻璃心

10月21日外交部发言人华春莹主持例行记者会,有记者问:10月17日,美国国务院助卿史达伟在威尔逊中心就美国对华政策发表演讲时表示,中美关系处于战略竞争阶段,美须改变同中国打交道方式,审视意识形态日益淡化等因素。史并对中国社会制度进行无端指责。你对此有何评论?

Q: On October 17, David Stilwell, US Assistant Secretary of State for the Bureau of East Asian and Pacific Affairs, said in his speech at the Wilson Center that China and the US are in a strategic competition, that the US must change the way it deals with China, and that ideologies do not matter that much now. He also wantonly criticized China's social system. I wonder if you have any comment?

 

 

华春莹答:我注意到有关报道。史达伟的演讲充分暴露了美方一些人严重的对华意识形态偏见和根深蒂固的霸权思维和双重标准

I noted the relevant reports. Mr. Stilwell's speech exposed the serious ideological prejudice of some people in the US against China as well as their deep-seated mindset of hegemony and double standards.

 

他在演讲中无端指责中国的社会制度,对中国谋求民族复兴耿耿于怀。中国的制度好不好,中国人民最清楚,实践也已经作出了回答。

In his speech he wantonly criticized China's social system, embittered by our country's pursuit of national rejuvenation. In fact, the Chinese people have the best say in whether our system is good or not. Our practice in the past years has spoken volume.

 

我们刚刚隆重庆祝新中国成立70周年,国际社会普遍高度肯定中国70年来取得的伟大成就以及为世界和平与发展作出的重要贡献,178个国家的领导人和36个国际和地区组织的负责人通过各种方式向中国表达热烈祝贺。

We just celebrated the 70th anniversary of the founding of New China. The international community all spoke highly of the tremendous progress China made in the past seven decades and its important contributions to world peace and development. Altogether  leaders of 178 countries and heads of 36 international and regional organizations sent congratulations through various means. 

 

历史和实践证明,中国特色社会主义道路完全是正确的,完全符合中国的国情和中国人民的需要,也因此得到了中国人民的拥护和支持。

History and practice have shown that the path of socialism with Chinese characteristics is a right path consistent with China's national conditions and needs and is hence endorsed and supported by the Chinese people.

 

多个外国机构民调都显示,中国民众对本国社会制度和发展道路的支持度在所有受访国当中始终排名第一。

Polls by multiple foreign institutions show that China enjoys the highest domestic support rate regarding its social system and development path among all the countries surveyed. 

 

既然是成功和正确的道路,为什么要改变?既然人民群众支持,为什么要放弃?

Since it is a right and successful path, why should we change course? Since it enjoys the people's support, why should we give it up?

 

中美两国历史文化、社会制度、发展道路、现实国情不同,双方谁也改变不了谁。美方试图按照自己的意愿改造别人的想法从一开始就是错误的,更是不可能实现的。中国不会受别人摆布,我们将沿着自己选择的道路和确定的方向坚定不移走下去。

China and the US differ from each other in history, culture, social system, development path and national conditions. Neither side could change the other. The US idea of transforming others according to its own wish is wrong, and it will never work. China will not be manipulated. We will steadfastly follow the path and direction we have chosen. 

 

中方从来无意改变美国,美方也不应总是谋求改变中国,而是应该学会以包容、平等的心态尊重包括中国在内的其他国家的正当发展权利。

It is never China's intention to change the US. Likewise, the US should not dream of changing China. It should learn to respect the legitimate right to development of China and other countries with an inclusive and equal attitude. 

 

如果总是幻想改变甚至改造别国,肯定只会落得满地玻璃心。只有学会懂得和平共处、合作共赢,才有可能共享满天璀璨星。

If a country is always fantasizing about altering others, its hopes will surely end up being smashed glasses. Only by learning peaceful co-existence and win-win cooperation can all share a galaxy of brilliant stars.

 

 

我还想再次强调,中美之间的竞争和分歧从来都是存在的,重要的是不让偏见和戒惧控制思维,更不能让冲突和对抗主导关系,而应坚持求同存异,平等协商,管控分歧。希望美方能够摒弃陈旧过时的冷战思维,回归理性,正确看待和处理中美关系,多做有利于中美互信合作的事,而不是相反。

There has indeed been competition and disagreement between China and the US. However, I'd like to stress that we must not let our mind be controlled by prejudice and apprehension, or let our relationship be defined by conflict and confrontation. What we need is to have those differences properly handled through equal-footed consultation, and keep working to expand common ground while setting aside differences. We hope the US will discard the obsolete Cold-War mentality, return to reason, view and handle relations with China correctly and work to consolidate rather than undermine mutual trust and cooperation.
